Petrol and diesel, medicines, cable, urea, trucks, buses, switchgear, cement — the products governments actually buy, one HS6 line at a time, each with the country that makes it today and the audit evidence behind the name. Fuel and energy (USD 123.0 bn) are shown as their own layer. Raw materials, ores, precious metals and animal feed are out; agro-processing is struck from the industrial register with one stroke.
Two layers. First, the AU pre-allocates 25-year supply rights per product category to designated African producers — the fairness layer, and the reason every state below has a draft list. Second, the Match-or-Release rule — the Cell Phone Test: when your government procures, the designated continental supplier is shown your open-market quote and must match it on price, quality, warranty and service — or release you instantly, no penalty, no delay.
This is not pooled procurement. No central buyer, no aggregated tenders. Purchase-by-purchase, country-by-country; your procurement autonomy is untouched. And under the South Sudan Principle, fragile and rebuilding states hold aspirational allocations — the demand certainty against which capability is built.
